Advisory Services

NALCAB provides advisory services to municipalities, housing authorities, states, rural communities and nonprofit organizations. We have proven expertise in evaluation, research and policy development in areas such as:

  • neighborhood and demographic analysis;
  • affordable housing planning and development;
  • economic development and small business investment;
  • organizational capacity and systems improvement;
  • and disaster recovery.

NALCAB has a strong track record of supporting cities, counties and states in local and regional efforts to ensure the effective and equitable investment of federal funding in underserved communities. Since 2008, NALCAB has been a catalyst for more than $450 million in investment in Latino communities, much of which flowed through structured partnerships among our membership and partner network. These include:

  • A $137 million Neighborhood Stabilization Program, round 2 (NSP2) grant made to the CPLC-NALCAB NSP2 National Consortium
  • A three-year, $90 million national initiative to invest in small businesses and local economic development projects, which was featured as a successful Commitment to America at the Clinton Global Initiative – America
  • $3.9 million in technical assistance contracts with US HUD under the OneCPD and Community Compass TA Programs to provide support to cities, counties and states across the US
  • Over $2 million in grants under the Rural Capacity Building(RCB) Program to provide technical assistance and capital (through a rural revolving loan fund) to address affordable housing and economic development in rural communities
  • Serving as the lead agency for two HUD-funded National Fair Housing Media Campaigns
  • Serving as a TA provider for the Commonwealth of Puerto Rico around establishing a framework to launch and implement a successful CDBG-Disaster Recovery Program

  • Serving as the lead evaluator of more than a dozen federally-funded economic development programs
  • Completing a research effort regarding Latino small business owners access to capital in five markets
  • Providing policy development support to the City of San Antonio Mayor’s Housing Policy Task Force and facilitating technical working groups of community members and individuals representing a variety of sectors
