STATEMENT OF REVIEW PROCESS
FOR DETERMINING SUB-GRANTEE AWARDS

For RFP published on (9/16/11)

On Friday, September 16, 2011, NALCAB released a request for proposals in order to make grants to support local nonprofits that provide culturally and linguistically relevant asset building services in predominately Latino communities. The source of funding for these grants included the Open Society Foundation, the Northwest Area Foundation and Sam's Club. Each source had its own character and restriction, which are described in the published RFP document. Proposals were due on Friday, October 7, 2011.

Applicants had the opportunity to submit inquiries regarding the RFP. NALCAB's responses to inquiries were publicly released as a "Frequently Asked Questions" document and placed on the NALCAB website, in addition to emailed to NALCAB newsletter recipients.

NALCAB received 46 proposals from across the country. In total, NALCAB was able to make 21 grants.
Each proposal was scored by a NALCAB staff person and an external reader in accordance with criteria that were defined in the published RFP document. NALCAB engaged nine external readers, which included funders, experienced practitioners and academics. No external reader was a staff person or board member, or was otherwise related to an applicant organization.
In cases where there was a significant discrepancy between the scores, a senior manager from NALCAB scored the proposal as well. Based on the average scores, the proposals were ranked and funded according to their rank and applicability to each of the distinct funding sources, in accordance with NALCAB's grant agreements.

The National Association for Latino Community Asset Builders is committed to operating in a manner that reflects high standards of ethical practice and transparency. NALCAB has a written conflict of interest policy adopted by its Board of Directors, and all staff and board members sign conflict of interest certifications.
